Spend Control does not control the budgets. The purpose of Spend Control is to challenge what we’re doing. Spend Control functions as an intelligence gathering organization.
Detailed description:
Spend Control does not control the budgets. Spend Control Awareness should have built up evidence and trust in the process. If it has not, continue with Spend Control Awareness. Focus on adopting Phase I: Stop Self Harm to build up evidence and trust. With that, Spend Control begins to function as an intelligence gathering organization. Expand Spend Control challenge beyond Stop Self Harm phase of doctrine. Adopt further doctrine phase by phase.
